Department: Manufacturing

Location: Franklin Manufacturing Plant

Reports to: Plant Manager

Job Summary

The Director – Environmental, Health, Safety & Security provides strategic leadership for EHS&S across L’Oréal’s Franklin manufacturing operation, reporting directly to the Plant Manager. The role establishes site priorities, advises operational leadership on significant risks and drives accountability for the protection of people, the environment, facilities and company assets.

Franklin operates 24/7 across approximately 310,000 ft² and produces ~ 240 million units (budget 2026). The site population comprises approximately 580 people: 318 employees, 86 temporary workers, and 176 contractors. This operating model requires consistent standards, effective contractor governance and reliable prevention and response capabilities across all shifts.

The role brings together occupational health and safety, environmental performance, physical security, and emergency preparedness. Its industrial risk scope includes a portfolio of 160 flammable SKUs. Upcoming Water Neutrality projects add a significant environmental transformation dimension, requiring close coordination with Engineering and Operations on environmental objectives, project risks and performance outcomes.

The Director translates corporate expectations and site risks into a coordinated EHS&S roadmap. The position provides independent professional judgment, challenges decisions where significant risks remain unresolved and escalates material issues through site and North America leadership. It directs EHS&S activities and builds capability across functions so that operational leaders consistently fulfill their responsibilities.

Key Responsibilities

Strategic Leadership, Governance, & Culture

·Establish the site EHS&S strategy, priorities and improvement roadmap in alignment with L’Oréal requirements and the needs of the Franklin operation.

·Drive interdependent safety culture for the site, with fellow Leadcom members, through direct engagement & enablement of middle managers and frontline employees: including 3rd shift, weekend day shift, and weekend night shift.

·Advise the Plant Manager and site leadership on risk exposure, compliance priorities, environmental performance, security and the resources needed to sustain effective controls.

·Lead management reviews, assign improvement priorities with accountable operational owners and escalate significant risks and overdue critical actions.

Key Responsibilities Continued

Industrial Risk and Flammable Products

·Lead systematic identification, assessment and prioritization of EHS risks across production, maintenance, logistics and contractor activities, including LIFE risk prevention.

·Oversee the assessment and control of risks associated with the site’s flammable SKUs, working with Engineering and Operations to address the activities, quantities and conditions involved.

·Ensure risk assessments guide appropriate engineering and organizational controls, fire prevention and protection, safe handling and storage, and emergency preparedness.

·Integrate EHS risk reviews into new products, equipment and process changes, and ensure significant incidents generate effective corrective actions and organizational learning.

Occupational Health and Safety

·Govern critical safety programs covering hazardous energy control, confined spaces, machine guarding, powered industrial trucks, chemical hazards, respiratory protection and ergonomics.

·Ensure job risk assessments and occupational exposure evaluations inform prevention measures, training priorities and appropriate health protection programs.

·Drive consistent application and verification of controls across all shifts, with clear ownership by operating departments.

·Oversee incident investigation, trend analysis and corrective action effectiveness, partnering with Human Resources on relevant occupational health and workers’ compensation matters.

Contractor and Temporary Workforce Governance

·Establish consistent EHS&S expectations for the site’s employees, temporary workforce and contractors, including induction, competence, supervision and access requirements.

·Ensure contract givers and operating leaders manage contractor selection, work preparation, permits and coordination of simultaneous activities.

·Review contractor and temporary workforce performance, address recurring gaps with responsible managers and service providers, and verify corrective action effectiveness.

Site Security and Asset Protection

·Lead the physical security strategy for Franklin, protecting employees, temporary workers, contractors, visitors, facilities and company assets.

·Oversee security risk assessments, access control, visitor management and security incident response in coordination with relevant internal stakeholders and service providers.

·Establish security performance expectations and integrate security arrangements with emergency preparedness and operational continuity planning.

Key Responsibilities Continued

Environmental Performance and Water Loop Transformation

·Lead the site’s environmental improvement agenda in alignment with L’Oréal for the Future, translating water, energy, waste and other relevant environmental objectives into operational priorities.

·Provide EHS and environmental leadership for upcoming Water Neutrality projects, partnering with Engineering and Operations to define performance objectives and assess environmental and operational risks.

·Ensure project requirements address applicable environmental obligations, safe installation and commissioning, operating procedures, training and performance monitoring.

·Track environmental results, investigate material deviations and drive corrective actions with the functions responsible for project delivery and ongoing operation.

Investment Planning and Change Management

·Develop and prioritize EHS&S investment needs within the site’s multi-year planning process, presenting risk, compliance and environmental considerations to site leadership.

·Partner with Engineering and Finance on investment proposals and resource requirements, and track delivery of agreed EHS&S actions and benefits.

·Embed EHS&S requirements in project design, equipment changes and operational handover, ensuring unresolved risks are visible to decision makers.

Compliance and Performance Assurance

·Oversee compliance with applicable health, safety, environmental and security requirements and corporate standards, ensuring clear responsibilities and effective assurance processes.

·Maintain the systems supporting OSHA’s Voluntary Protection Program and coordinate associated assessments and corrective actions.

·Ensure reliable incident records, required reporting, performance data and audit follow-up, including oversight of OSHA recordkeeping.

·Represent the site in relevant corporate reviews, audits and external interactions, coordinating technical support and escalation when needed.

Emergency Preparedness and Organizational Leadership

·Lead EHS&S emergency preparedness for a 24/7 operation, including defined response roles, trained personnel, drills and coordination with external responders.

·Oversee the medical response team’s readiness and the availability of appropriate first aid and CPR training, and support EHS&S aspects of business continuity planning.

·Direct and develop the EHS&S team and supporting resources, clarifying responsibilities, coaching individuals and identifying capability and succession needs.

·Build operational leadership ownership through safety committees, visible leadership, workforce participation and training programs whose effectiveness is assessed.

Key Qualifications and Skills

·Education: Bachelor’s degree in Safety, Environmental Science, Engineering or a related field preferred; an alternative bachelor’s degree supported by relevant professional certification may be considered.

·Experience: Substantial progressive EHS leadership experience in manufacturing, with demonstrated responsibility for complex operational risks, organizational change and influence on senior site leadership.

·Professional certification: CSP or an equivalent relevant professional certification preferred.

·Industrial risk expertise: Demonstrated experience with flammable products or comparable industrial hazards, critical safety programs, contractor risk and emergency preparedness.

·Compliance and assurance: Strong working knowledge of applicable OSHA and environmental requirements, corporate assurance processes and OSHA’s Voluntary Protection Program.

·Environmental transformation: Experience translating environmental objectives into operational improvement and capital project requirements. Experience with water efficiency, reuse or Water Loop projects is an advantage.

·Security: Experience overseeing or coordinating physical security, asset protection and security service providers in an industrial setting.

·Business judgment: Ability to assess risk, prioritize resources, contribute to investment decisions and explain operational and business implications to senior leaders.

·Leadership: Ability to develop teams, engage a diverse workforce and establish consistent expectations across multiple functions, shifts and employment arrangements.

·Communication and analysis: Strong analytical, written and verbal communication skills, including clear management reporting, constructive challenge and effective interaction with employees, contractors and external stakeholders.
