Responsibility:
1. Analyze business needs & challenge demand
o Collect, understand and challenge stakeholder’s needs and promote demand management
o Understanding of stakes, objectives, strategies and business priorities
2. Build & Lead business service projects (strategy, request for quotation, negotiation)
o Define the purchasing strategy and deliver the projects based on country technical service requirement.
o Build and deliver business projects in support of key North Asia technical service programs
o Negotiates with integrity, use innovative negotiation levers; unlock stalemate situation.
o Operates according to internal control principles and legal rules: develop a competitive advantage (exclusivity, group strategy, innovation, CSR, etc.);
o Evaluates and manages risks: define, identify and implement risk management policy; implement advanced/breakthrough methodologies or tools to secure risk
o Manages Performance and Efficiency: be accountable for purchasing performance; formulate improvements for processes and tools; ensure data quality (spend and saving).
o Support internal change management for new contract / supplier implementation
3. SRM - Supplier Relationship management
o Knowledge of supplier classification and management
o Supplier performance review
o Create preferred relationships with strategic suppliers; develop and promote strategic suppliers to sustain growth and maximize value for L’Oreal group.
o Capture innovation opportunities from SRM
4. Support and manage stakeholder’s relationship
o Feed network with internal/external news, share best practices
o Communicate / manage projects / Share supplier’s information with his stakeholders
Qualification:
1. Bachelor’s degree in quantity surveyor/property management or procurement.
2. 5-8 years of quantity surveyor/procurement experience with expertise in the indirect procurement or in facility/engineering/property management company, experience for building decoration, or construction is a must.
3. Deep understanding of construction and property market with background of quantity surveyor in CN mainland is mandatory, understanding of North Asia market is a plus.
4. Ability to develop tailored strategies for the categories managed.
5. Capacity to plan, manage, and involved necessary support for a negotiation effort. Mastery of different purchasing negotiation skills.
6. Good category understanding/expertise in construction / office decoration / property / facility management. Project Management experience is preferred.
7. Strong teamwork spirit required for facilitation/interfacing role within a specific sourcing category. 8. Strong influential and interpersonal skills. 9. Able to drive significant changes in systems, practices, and procedures. 10. Fluency in English is mandatory.
